Southern California Water Recycling Projects Initiative

Program Overview

In 2000, the Department of Water Resources, in cooperation with the U.S. Bureau of Reclamation and 10 Southern California water and wastewater agencies, undertook a study to continue the work begun during the Southern California Comprehensive Water Reclamation and Reuse Study. The Initiative is composed of a project specific work component, which identifies recycled water planning projects for implementation, and a regional component, which develops a public education program, identifies funding opportunities, and addresses water quality issues.

The Initiative will continue the regional coalition and work begun during the Southern California Comprehensive Water Reclamation and Reuse Study cooperative effort. Through the Initiative, Southern California water and wastewater agencies have made a significant water recycling commitment.

Local water and wastewater agencies will receive financial planning assistance from the USBR leading to implementation of specific projects. The Initiative will address regional water quality, public perception, and education issues and will identify recycled water project funding opportunities.

Conduct of Study

The study seeks to identify recycled water projects in Southern California, provide funding assistance for local agency project planning, and address regional water quality, environmental analysis, public education, and availability of financial assistance.

Phase I, which was completed in September 2001, identified 23 local projects that cost-shared $850,000 of planning work with the USBR and created a plan of study for Phase II. More than $39 million of local project planning costs were identified for 2001 through 2004, with about $3.75 million available for distribution through 2004. A series of questionaires and a screening process were developed to allow for equitable distribution of the limited funds for 2001.

Phase II is reexamining the local projects and will finish the regional components. The study will be completed in September 2004.
